Educational Success

We offer high‑quality early learning for children from prenatal to five. Through these programs, Telamon | TRC partners with families to ensure every child enters school healthy, confident, and ready to learn. Our programs strengthen children's development and empower families with the tools and stability needed to thrive.

In all program options, each child receives individualized, play‑based learning experiences combined with comprehensive support in health, nutrition, social‑emotional development, and family well‑being.

Our approach is family centered. Parents are recognized as their child's first and most important teacher and are empowered through coaching, leadership opportunities, and shared decision‑making.

Our Programs

  • Early Head Start

    Early Head Start is a federally funded, comprehensive early childhood program for low-income families, providing comprehensive education, health, nutrition, and parent support for expectant parents and children from birth to age 3.


    Where: Telamon | TRC offers Early Head Start at our centers, through childcare partners or in your home in Indiana and North Carolina, and in our centers in Tennessee.

  • Head Start

    Head Start is a federally funded, comprehensive early childhood development program for low-income children from birth to age 5.


    Where: Telamon | TRC offers Head Start at our centers or in your home in Indiana and North Carolina.

  • Migrant and Seasonal Head Start

    Migrant and Seasonal Head Start is a federally funded, comprehensive early childhood development program for children (birth to age 5) of agricultural worker families.


    Where: Telamon | TRC offers Migrant and Seasonal Head Start at our centers in Georgia, Michigan, and Tennessee.

  • Preschool Services

    Telamon | TRC offers preschool services for 3‑ and 4‑year‑old children in conjunction with our Head Start services in Michigan and North Carolina. Services are in limited areas — contact our local programs for more information.

Foundations for a Career Pathway

We connect you with quality education and meaningful job training opportunities that are essential for securing employment in high demand jobs. These services are provided through the National Farmworker Jobs Program or through community education and employer partnerships.

  • National Farmworker Jobs Program (NFJP)

    Telamon| TRC operates the National Farmworker Jobs Program (NFJP). In partnership with community organizations, we support qualifying migrant and seasonal farmworkers and their families to gain the education, training, and support needed to pursue high wages, in-demand careers, or to advance in agricultural employment.


    Our trained staff work one-on-one to co-develop a personalized education or employment plan that fits your goals.

  • Community Partnerships & Referrals

    Through Telamon | TRC's early childhood and housing services, we empower youth and adults to pursue education and training that transforms their earning potential and expands their horizons. By building strong partnerships with America's Job Centers, Community Colleges, and employers, families gain access to the tools and opportunities that help them rise.

Affordable Housing of Choice

Telamon | TRC is a national Intermediary Housing Counseling agency through the Department of Housing and Urban Development. We offer housing counseling services that educate participants on a wide range of topics. Housing Advisors connect families to housing resources (e.g. voucher programs, down payment assistance, transitional housing) and provide long‑term financial coaching.

In our West Virginia location, Telamon | TRC is a designated Community Action Agency and provides extensive housing and community support services for homeless, veteran and other targeted community populations.

Housing Counseling Services

  • Homeless Counseling

    Counselors assist with locating emergency shelters and identifying resources for transitioning from homelessness to temporary housing.

  • Rental Topics Counseling

    Guidance on HUD rental programs, rental assistance, fair housing laws, housing searches, lease terms, rent delinquency, landlord tenant laws, and disability accommodations. Disclaimer: Telamon is not a direct provider of housing subsidies and only offers counseling services and education regarding the topic.

  • Pre-purchase Counseling

    Steps to prepare for homeownership, improve affordability, and understand the financial responsibilities of purchasing a home.

  • Post-purchase Counseling

    Support with budgeting, maintenance planning, insurance, taxes, and long-term sustainability.

  • Mortage Foreclosure Mitigation

    One-on-one counseling to help homeowners prevent foreclosure through loan modifications or alternative solutions. Counselors collaborate with clients to develop action plans and address mortgage delinquency while protecting homeownership.

  • Disaster Recovery Counseling

    One-on-one assistance with relocation, re-housing, and rebuilding after a natural disaster or declared emergency (MERC/disaster recovery). This is not related to substance abuse recovery services.

Housing Workshops

  • Pre-purchase Homebuyer Education

    Education on readiness, affordability, credit, and developing an action plan for homeownership.

  • Fair Housing Workshops

    Education on fair housing protections, discrimination awareness, and how to exercise your rights.

  • Rental Education Workshops

    Practical guidance on budgeting, credit improvement, rental applications, tenant rights and responsibilities, lease terms, and local housing resources — supporting a confident and successful renting experience.

  • Homeowner Success Workshop

    Designed for new homeowners, these sessions provide practical guidance on home maintenance, budgeting, repair planning, and understanding taxes and insurance — helping you build stability and long-term success in your new home.

  • Disaster Preparedness Workshop

    Training on emergency preparedness, locating resources, managing moves, recovery steps, and coordinating with local services.

West Virginia Specialized Services

  • Regional Resource Connection (RRC)

    Telamon is a CORE Partner in West Virginia's Regional Resource Connection network. Individuals are referred by the WV Department of Health and Human Services for assistance with rent, utility payments, fuel or heating assistance, and other emergency basic needs. RRC staff work one-on-one to identify local organizations that may provide supplemental financial support.

  • Supportive Housing Services

    Telamon's Supportive Housing Services connect individuals and families with disabilities who experience chronic homelessness to safe, stable, community-based permanent housing. Funded by HUD McKinney-Vento. Service areas: Berkeley, Morgan, and Jefferson Counties, WV.

  • Veterans Housing (SSVF)

    Our SSVF program assists Veterans who are homeless or at risk of homelessness through rapid re-housing, homelessness prevention, housing navigation, case management, connection to VA benefits, and temporary financial assistance for security deposits, utilities, and transportation.

  • Veterans Transitional Housing

    Service-enriched transitional housing for Veterans needing short- and long-term support before moving to permanent housing. Includes daily living skills development, financial coaching, and structured services to build independence.

Impact

Families who have a stable place to call home are able to decrease stress and increase their capacity to focus on education, employment, and personal growth. Families who access housing resources to obtain affordable housing are able to free up income for essentials like nutritious food, healthcare, transportation, and savings.

Financial Management Skills

Telamon | TRC is committed to weaving financial literacy into every service we offer — because when people understand how to manage their money, they move from reacting to crises to confidently shaping their futures. This shift doesn't just change bank accounts; it changes lives.

    A variety of workshops that teach the basics of banking, how to build or improve credit, develop a spending plan, and strengthen overall money management skills — empowering individuals and families to achieve self‑sufficiency, stability, and long‑term financial sustainability.

  • One-on-One Financial Coaching

    Our one-on-one financial coaching helps participants increase self‑sufficiency, stability, and long-term financial sustainability. Services include integrated budgeting and credit counseling as part of all housing counseling programs.


    Coaches assist participants with creating a workable budget, reviewing spending habits, reducing debt, improving credit, and developing savings strategies to support long-term goals.

Impact

Financial literacy gives families a sense of empowerment, leading to improved savings, credit, and investments. Financial knowledge is often shared with children, siblings and friends, breaking cycles of poverty. It is a way to transform lives and uplift generations to come.
